Constitution Day, February 5th-Rocky Point offices and schools closed

February 5th is the official date when the Mexican constitution was formed in 1917 after signing of a convention by Venustiano Carranza. Up until 2006, the day was celebrated in Mexico on 5th February itself. However, following the new labor law, the day is now celebrated on the first Monday of February, irrespective of the date. The day is celebrated to commemorate the formation of a new Mexican constitution.

The constitution of Mexico has undergone several changes. It was in 1910 that the people of Mexico began getting restless with the old constitution of Mexico which was established in 1857. This led to the Mexican revolution in 1910, resulting in the ouster of General Diaz, who was known to be an oppressive ruler. What followed was a series of fights among the Mexican rulers themselves, resulting in assassination of quite a few political leaders.

It was in 1913 that Pancho Villa formed a huge army which fought inside forces on the side of those in favor of a new constitution, namely Venustiano Carranza. After a long struggle, Pancho Villa was successful in ousting the rebellion forces and Venustiano Carranza was sworn to presidency. It was in 1917 that Carranza signed an important convention which resulted in the formation of the new constitution. The new Mexican constitution laid emphasis on land reforms and fair land distribution among the poor. The constitution is in effect till date.

The day is one of the major public holidays in Mexico. All the offices, schools and most businesses are closed on this day. The day is celebrated with grand parades across the nation, much like the celebration of Constitution Day in other parts of the world.

A lot of music concerts and other festivities are also arranged on this day, and people can be seen enjoying the day with great pride and honor. Sale of liquor is banned 3 days prior to the day up until the day itself. Exchanging of gifts and pleasantries is also not uncommon on this day, as this is one of the most important festivals in the country.  (CalendarLab 2018)

Vaquita Recovery Program Halted

Following the death of an endangered female vaquita marina porpoise captured last week as part of the Vaquita CPR effort (Conservation, Protection, and Recovery), the Secretary of the Environment and Natural Resources (SEMARNAT) announced the program has been suspended until the vaquita’s cause of death is known and protocols are in place as to how to further the mission to prevent the vaquita’s extinction.

In speaking to the Environment and Natural Resources Commissions, as well as the Climate Change Commission, SEMARNAT Secretary Rafael Pacchiano Alamán explained, over three weeks of the project they were able to capture two vaquita marina in the Upper Gulf of California, the first (approximately 6 months old) which was released immediately, and the second (a female in reproductive age) that died.

The suspension also comes after calls from the Animal Welfare Institute   to cease the Vaquita CPR program, following the death of the second vaquita during rescue operations, calling the loss “catastrophic for the future of the species.”

Pacchiano Alamán reported the Vaquita CPR program, made up of 67 scientists and sea mammal experts, as well as the Comprehensive Strategy for Recovery of the Vaquita Marina and Totoaba in the Upper Gulf of California, has been one of the most ambitious programs of the present federal administration in seeking to end two of the principal causes of death of the vaquita marina.

Lorenzo Rojas, lead scientist of the Vaquita CPR program, described what may have been the last close contact between humans and the most endangered porpoise in the world, of which it is believe there remain only 30. He doubts enough vaquita marina will survive next year to even attempt capture and rescue, as with so few vaquitas remaining they cannot be put at risk.

“These small porpoises do not respond well to the stress of capture, and no other vaquita should be put into deliberate danger,” indicated the Animal Welfare Institute, which specializes in the protection of animals.                                    Article by:  Jose Antonio Perez

Current Fuel Prices in Rocky Point/Puerto Penasco and throughout Mexico

Gasoline and diesel fuel prices now vary widely between the 83 interior regions and 7 border regions.  Fuel prices will generally be cheaper in the border areas, similar in price to the US border towns.  As of September 26, 2017 the current fuel price for a liter of regular (Magna) in Rocky Point/Puerto Penasco is $16.54 pesos a liter.  At an exchange rate of 17 pesos to the dollar, it comes out to about $3.67 usd a gallon.  Diesel is even more expensive a liter, $17.68  which is $4.78 usd a gallon.    Mexico’s federal government is informing the country that fuel prices are expected to drop in 2018 as more independent gas stations take over the Pemex stations and open oil exploration by outside companies is encouraged.

Click here for a very cool website run by Mexican journalist/news organization Aristegui Noticias.   It is a Google Map with local fuel prices for most populated cities throughout all the Mexican states, including Rocky Point.  Traveling to Guadalarja, Cabo San Lucas or Ensenada?  Click on the map marker on the map and will give you the fuel prices for that city…Not sure how long this site will continue to be updated but for now, it is a handy tool.

Only 11% of all 911 calls in Mexico were emergencies…

In January of 2017, Mexico began using the 911 call system for emergencies throughout Mexico.  The old system of calling 066 was replaced by 911 in order to reduce response times through effective, prompt and coordinated handling of emergency through all 3 levels of government.  The system is run through some 200 call centers throughout the country.  And, yes, we use the 911 number here in Rocky Point and it may be called through any phone.

In the first half of this year, just 11.1% of the 61.63 million calls received by the call centers were for genuine emergencies, 70% of those security-related. Calls are classified in four categories — security, medical, civil protection and public services.

Of the 54.8 million calls deemed improper, 18% of callers hung up and a small percentage – 3.4 – were reported to be false alarms.  (source: Reforma, SIPSE)

Here’s hoping that the number of false emergencies called in will be reduced in the upcoming months!
